LAT Science Data Identifiers for ACD Software Counters.

This defines both the LSF ID of ACD Software Counter datagram and the contribution identifiers. Datagram identifiers are global with the root definitions in LSF/LSF_ids.h. Contribution identifiers are defined locally within the context of a specific datagram.
