Dear all,

this is a short summary of the phone meeting we had on 03/04/03 at
15:00 PST. Please followup if I misunderstood or forgot something.

Cheers,

Minutes
-------

1. The updates to the world averages were discussed as detailed in
update.html. The changes due to the updated branching fractions are
   minor.

We discussed and agreed to use f+/f0 = 1.065+/-0.055, which is the
PDG2002 value rescaled with the (old/new)ratio of the B+/B0
   lifetime-ratio from Olivier's 2003 update.

2. We also agreed to use it to include it in the average of
BF(B0->D*lnu) and eventually in |Vcb| (but currently have no
systematics error for it in this measurement). This is a more
coherent procedure than before, since the production ratios are
taken into account in the LEP measurements and is a direct fit
result in the CLEO analysis. Including f+/f0 in the average
improves the C.L. from 2.9% to 6.4% as the values of Belle and
BABAR get scaled up slightly. The inclusion of f+/f0 will have a
more pronounced effect when it is determined with better precision
   than the current 5%.

3. There will probably be an update of the inclusive semileptonic BF
on the Upsilon(4S) with a preliminary result from Belle.
Preparations for this average have been made and the update is
foreseen to take place before La Thuile.

We also had a discussion on the extraction of |Vcb| from the
s.l. width and the moments as measured by CLEO, in particular the
error associated with (lbar, lambda1). Marina promised to send more
   documentation.

   |Vcb| from the inclusive width will change with the new average and
with the inclusion of the uncertainty on f+/f0 in the determination
of the average B lifetime (on the Upsilon(4S)).

4. A discussion on averaging the charmless inclusive semileptonic
branching fraction on the Upsilon(4S) followed. There are a few
open questions to be resolved before an average will be provided.
It is foreseen to have detailed discussions on this topic at the
CKM workshop in Durham. Until then, no HFAG average will be
   provided.

5. Vera proposed to "append" HFAG meetings to the FPCP conferences in
the future. This will avoid having workshop/conferences on the same
topic in short succession (as we have it this year with Durham and
FPCP). All agreed that this is an excellent idea and that BABAR,
Belle, and CLEO should "push" for this.
