In general I recommend the use of mailto over suggestion due to mailto's increased flexibility/configurability and how incorrectly addressed mail is handled (bounces). One downside to mailto is that some browsers (such as MacWeb and older versions of Mosaic) do not support the function, however, this is becoming less common.
