This paper will discuss how control of the grey literature in
high-energy physics pre-prints developed through a collaborative effort
of librarians and physicists. It will highlight the critical steps in
the development process and describe one model of a rapidly evolving
virtual library for high-energy physics information. In conclusion, this
paper will extend this physics model to other areas of grey literature
management.
