VLC troubleshooting

VLC not displaying picture:

1. Sometimes during a power outage the power is restored and the PPS camera comes up before the switch.  The PPS camera tries to setup a multicast, but fails
   1. restart PPS camera to restore VLC image
2. One time someone tried to make changes to VLC and created a "lock" file
   1. This will prevent the image from displaying
      1. /home/physics/.config/vlc

      [root@mccfs7 vlc]# ls -ltrh

      Removing the vlc-qt-interface.conf.lock fixed the issue
