Users and Similar Non-Employees

 

1.    Definition. “Users and similar non-employees” means individual users, collaborators, students, visiting scholars and scientists, and researchers, as well as consultants, engineers, technicians and other professionals under contract in support of research projects. Not included here are casual visitors, those who attend lectures or tours, emergency response personnel, those making deliveries, and others whose work is not likely to expose them to a SLAC-specific hazard.

2.    Scope. The information presented here applies only to the Polarized Electron Source research areas in Buildings 006 and 008. Bldg. 006 has multiple rooms including a high bay. Bldg. 008 has only a control room and high bay. These areas include the Injector Test Facility (ITF) consisting of the Gun Test Lab (GTL) in R109, the Laser Development Lab (LDL) in R107, and the High Voltage Test Facility (HVTF) in Bldg. 008, as well as the Femtosecond Lab in R110, the Cathode Test Lab (CTL) in R111, and the Power Supply Cage in R112. R111 and R112 are in the high bay of Bldg. 006.

3.    Supervisor. Each user must have a SLAC supervisor who is responsible for the safety training of the user during the user’s stay at SLAC [Ref: SLAC-I-720-0A04S-001 (15 Jan 2007), “Training: Needs Assessment Procedures”]. The supervisor must initially ensure the potential user is classified in the HR database as a “user” and assist the user in preparing a routine JHAM. Once classified as a user, the supervisor must conduct a SLAC Training Assessment (STA) and enter it into the ES&H Training Database. Finally the supervisor must ensure the training is actually accomplished within the required timeframe.

4.    Safety requirements for ITF. Users are not allowed in any laser lab when Class IIIB or IV lasers are operating unless they are qualified Laser Operators (LOs). (There are certain very limited exceptions.) See the Laser Safety Procedures, SLAC-I-040-30400-013, for details. The safety training requirements for LOs is covered in AD Laser Operator Certification Workbook, SLAC-I-040-50700-002. Users are not allowed in the GTL during gun operations without an escort unless they are qualified Gun Operators (GOs). Non-GOs must have a dosimeter as well as an escort. Only qualified GOs can be escorts. The safety training requirements for GOs is covered in Gun Test Lab Operator Safety Training, SLAC-I-040-50700-006. There are no sources of ionizing radiation in the GTL.

5.    Safety requirements for CTL. In the CTL, there are no electrical hazards during normal operations; there are no Class IIIB or IV lasers; and there are no sources of ionizing radiation. Thus there are normally no special safety training requirements for the CTL beyond the general safety training requirements for all users (Course 396 if requiring non-escorted access to industrial and accelerator areas at SLAC <60 days in a given year; or Course 219 if working at SLAC >60 days in a given year—either course can be taken online through SkillSoft). However, access to the CTL is permitted only when authorized by the regular CTL staff.
