1.2. New in `CMX`

A new tool in CMX allows the generation of a file (MSGS.txt) that lists all the FSW error codes with source facility, format string etc. for the packages and constituents in the release.

1.3. New in `PBS`

Several bug fixes to the task spawing facilities.

Removed error check in gtOpen that required at least one of a transition board or COMM I/O borad. This is necessary to allow lcb + gasu teststands (that have neither COMM I/O boards nor transistion boards) to function.
