POSIX does not have the concept of an interrupt context, so these routines are largely just placeholders to satisfy the compiler. No user POSIX application code should depend on the correct functioning of the INT_lock and INT_unlock routines. INT_context will always return 0 (FALSE), so in some limited sense is a viable routine.
