ACD Trending from AcdHitmapDelay runs

The AcdHitmapDelay script pulses the charge injection strobe in increasing values of hitmap_delay (number of counts before the veto signal is latched) and mesures the fraction of the time the veto is high.
This script tries to measure the timing delay in the veto shaper/discriminator circuit.
We can only set the hitmap delay on a garc basis. So we have to try and get the value that best suits all 18 channels in a garc.
For each garc we keep track of the following values.

• Mean: the mean value of all the veto turn-on times on a GARC. In clock ticks.
• RMS: the mean value of all the veto turn-on times on a GARC. In clock ticks.

The test points here are the "CPT" tests list in the full list of ACD test phases

Comments:

• The discrete shift in the set points between phases 15 and 16 is a result of changing trg_seq=0x50 to trg_seq=0x59
  trg_seq controls the delay between the tci pulse and the start of the readout
  
• The discrete shift in the rms phases 15 and 16 is a result expressing the veto thresholds in terms of MIPS.
  This had the unintended result of making the hitmap_delay shorter for ribbons (lower threshold)
  and messing up the NA channels (very high threshold)
