Discussed funding problems. Probably need to go through NSAC. Need
to convince people on NSAC and influential theorists that experiments
are "vital" to nuclear physics. 

E161: Peter and Steve trying to figure out why they get such
different results for E161 using 2 muons (Peter's results are
much more encouraging, for some reason).
