Created new subdirectory for membership committee, headed by
Livio Lanceri. Subdir is named MembershipComm.
Set up afs space and majordomo list. List name is 
babar-memcomm-l and it's closed, so new subscribers must
be approved by the moderator. 
This list uses slac web archives so browsers can read the
archive from slac domain only.
Also add special .htaccess list to MembershipComm with
membership and babar mgt as members.
