LEVEL 3 ZEROTH-BENCHMARK RUNS

For the zeroth benchmark, we run a single L3TriggerApp executable
that runs each algorithm (L3Dch, L3Emc, L3Svt) as a separate
script.  For background modes, we get results for both "Open" and
"Safe" Level-1 triggers.

The aim of this is to get a sense of whether we have adequate 
efficiency for physics and where we stand in relation to the 
problem of high backtground rates.  (Hence, we only run at x10
background.)  It's also an exercise for the December 1997 L3 
production running done by Ed Frank and Vivek Suraiya.
