The sympotom: many events with M*&5U FCT triggers did not have corresponding
L1GLT bits set for the same line. Reconfig didn't help but then disappeared 
'by itself' without obvious fix/intervention.  

Run range: [79253,79285]

Observations: IFT patterns 3,4 (forward,barrel single muon) have delayed 
time compared to other lines and rates much lower than normal.
